This court-approved late-claim window may apply to an eligible Francis or Chandra class member who did not opt out. Francis formally covers January 1, 2009 through September 18, 2018; Chandra formally covers September 19, 2018 through August 18, 2021. The official pathways concern 15 or more consecutive days in administrative segregation or the specified serious-mental-illness criteria at a covered Ontario correctional institution, excluding St. Lawrence Valley Correctional and Treatment Centre. If no claim was filed by June 1, 2025, the Late Claim Form is due August 21, 2026 and the Late Claim Reasons Form is due December 21, 2026. If a claim was filed after June 1, 2025, submit the Late Claim Reasons Form by December 21, 2026; you do not need to submit another Late Claim Form. If a claim was filed by June 1, 2025, you do not need to use this reopened late-claim process or resubmit. Filing does not guarantee acceptance; Epiq decides whether the late claim may proceed.
